It's the reflection of the city lights on the curved window of the helicopter- they're filming through a window.
If you focus your attention on the stadium wall- not directly on the lights in question- you'll see exactly what I'm talking about.

The more I replay the clip the more sure of it I am.

The POV movement is exactly the same as the movement of the lights.

Just so hard to tell because those stadium lights are brighter than the damn sun

That was the main thing I noted about the blackout as I was watching this on Hidef TV. But it did seem to me that the lights went out in the stadium just before the transformer blew (which was seen as a bright blue-white flash near the stadium).

In any case, seeing those lights in the video, I just figure they are reflected lights from inside a booth or as others are suggesting, the Goodyear blimp or a helicopter.

Note I really clearly remember a lot of aerial shots from above the stadium so I am assuming these were probably shot from the Goodyear Blimp or a helicopter.

That does not create an infrared image. It just emphasizes things that are colored green when converting to B&W. It's no more "real" than the other filters. It's an artistic effect.

Black & White Infrared (RGB) Red= -70%, Green=200%, Blue= -30%

Personally I believe our Governments have some pretty hi-tech stuff and cloaking is not out of the question as even the public sector has cloaking now.

The lights aren't moving, it's called an optical illusion.

If you watch the video again you can clearly see that the video is being taken from a helicopter if you watch the stadium. You can see the stadium move slightly in relation to the lights in the background. (the helicopter is the only thing actually "moving")

It looks like the camera is panning behind glass or if not, in a mobile platform like a helicopter with glass area that has multi facets. Since the shots are not on the game itself, colourful reflections would not be a distraction.

If you search the hashtags that tweet does not appear, he does have the tweets on his twitter but he tweeted it on the 20th not the 19th.

If something crashed, UFO, Plane, Helicopter or what not near a major sporting event, then im quite sure that we'd be hearing about it by now. It would be all over the news.

Not to mention, Candlestick is near a heavily populated area. If it was a "UFO" (Flying Saucer or whatever that crashed) we'd be hearing A LOT about it by witnesses etc.

There is a video of a birds eye view during the time of the black out, you can see two trasnformers blow a second before the stadium looses power. Ill agree the lights looks like the high regions across San fran bay.
