I believe that ET were more open with humanity many centuries ago when we were nol a threat. Non-Disclosure is bad, but necessary, and the militiary are entirely to blame.

Actually, that is not true. Astrophysical masers have been known for some time. Sources include active galactic nuclei and molecular clouds. They are natural occuring sources.
