There is a big difference between secret High tech. devices and craft....and these secret programs are jont Military/Buisness run....and the Agency that diseminates as well as recovers and manages everything associated to E.T.

Groom Lake is a testing and proving ground as well as a base of operations for advanced craft. Wright Patterson is the location of reverse engineering anything that is either of E.T. design or foreign countries captured tech.

The Military is not allowed to use anything or any craft that has E.T. origins unless it is of vital wartime need. The Agency....the dept. set up to keep politicians as well as any other govermental branch from either knowing, releasing, using as political leverage as well as determining what can or cannot be sent to specific company development divisions....has total and complete power of determination of use or of disemination of such tech.
