This report came out November 15 and no doubt is the basis being used in S.1867 National Defense Authorization Act...If you read the report provided at the alternative link below under the area of (Homegrown Jihadist Terrorists: The Problem) ...You will see that what concerns the authorities about homegrown terrorism is the use of firearms to carry out assaults because of the lack of material and support for larger suicide bombings.

Also they highlight Islam as the main proponent to radicalization and jihadism...Which stands clearly against the approach of the Obama administration to downplay Islam...

The report, “American Jihadist Terrorism: Combating a Complex Threat,” released by the Congressional Research Service (CRS) on Nov. 15, defines what “homegrown” terror activity is and makes policy recommendations to Congress on how to handle the threat. It also delves into specifics on each plot.

The report said the term “jihadist” describes radicalized individuals using Islam as an ideological and/or religious justification for their belief in the establishment of a global caliphate, or jurisdiction governed by a Muslim civil and religious leader known as a caliph.

A Somali refugee living in San Diego pleaded guilty in federal court Thursday to aiding four men who left Minnesota to join a Somali terror group, including one man who is suspected of carrying out a suicide bombing in the African nation in October.

Prosecutors have said Nima Yusuf conspired in Southern California and elsewhere to aid al-Shabab, an al-Qaida-linked militia trying to create an Islamic state in Somalia. As part of her plea, the 25-year-old permanent resident of the U.S. acknowledged that she agreed to help the men with money and personnel.

Al Shabaab: Recruitment and Radicalization within the Muslim American Community and the Threat to the Homeland

This a Majority Investigative Report submitted by the 112 Congress, U.S. House of Representatives Committee on Homeland Security submitted on July 27, 2011.

The report highlights the growing threat by al-Shabaab al-Mujahideen in Somalia, Al- Qaeda's major ally in East Africa and its efforts to radicalize and recruit Muslim-Americans inside the U.S..

Source
The Majority staff of the Committee on Homeland Security has conducted an investigation into the threat by al-Shabaab al-Mujahideen in Somalia, Al Qaeda’s major ally in East Africa, and its efforts to radicalize and recruit Muslim-Americans inside the U.S. The key finding is that there is a looming danger of American Shabaab fightersreturning to the U.S. to strike or helping Al Qaeda and its affiliates attack the homeland.

U.S. intelligence underestimated the Pakistani Taliban and Al Qaeda in Yemen’s capability of launching attacks here; we cannot afford to make the same mistake with Shabaab. The Majority staff interviewed dozens of current and former counterterror officials, scholars, diplomats and other experts on Shabaab and Muslim-American radicalization to reach these conclusions.

" Tarek Mehanna was arrested for lying to the FBI in a terrorism investigation involving the whereabouts and activities of Daniel Maldonado, a former resident of Metheun, Massachusetts, who was suspected of training in an Al Qaeda terrrorist camp to overthrow the Somali government. A subsequent complaint affidavit alleged that Mehanna and coconspirators discussed their desire to participate in violent jihad against American interests. It was further alleged that Mehanna and two of his associates traveled to the Middle East in February 2004, seeking military-type training at a terrorist training camp that would prepare them for armed jihad against U.S. interests, including U.S. and allied forces in Iraq. One of Mehanna's coconspirators also made two similar trips to Pakistan in 2002. According to the affidavit, Mehanna and the coconspirators had multiple conversations about obtaining automatic weapons and randomly shooting people in a shopping mall.
