For starters they already can and do. And these things are all so damn cost prohibitive to own not to mention fuel, maintain and arm that widespread or common ownership simply would not happen.

Remember that kid who got the jet from the Pepsi points? The taxes alone threatened to bankrupt his family.
Yes good price but they could be useful very soon so not such a bad investment!

A tank would simply make you a good target for airstrikes.

I'd rather be light and mobile.

Yes, but in case of disaster and riots a tank it's a very good vehicle to move safe!
