Criminals and cyber bullies to be banned from the web

In Calif there are two sets of sex offenders. one is listed as just sex offenders and these are the people that got caught peeing in the alley or having sex in public on a nude beach.ECT ECT ECT.
(The strange part was the guy got arrested and convicted for sex on a nude beach but his girlfriend that he was having sex with did not.???????)

Then you have the "registered" sex offenders those are pedophiles and rapist.

And i agree that registered sex offenders should not be allowed on the Internet.(these are the ones that have to report where they live and every-time they move)

But i don't see any use for restricting regular sex offenders
