Maybe winds from the North, South, East and West.
Doesn't necessarily mean strong winds, maybe just a lot of it.
Or possiblely it means, the four corners of the earth.
Ezekiel 37:9
9 Then he said to me, “Prophesy to the breath; prophesy, son of man, and say to it, ‘This is what the Sovereign LORD says: Come, breath, from the four winds and breathe into these slain, that they may live.’”
Good wind.
Zechariah 2:6
6 “Come! Come! Flee from the land of the north,” declares the LORD, “for I have scattered you to the four winds of heaven,” declares the LORD.
Bad wind.
