You might keep in mind that that report WAS filed by the manager of the plant. If you have ever worked in an industrial plant you will realise there are lots of spills that are never reported, because no one wants to get in trouble, from the top of the company to the lowest employee.

In otherwords this is what has been reported, and may or most likely NOT tell ALL of the toxic dumping that has occured.
