I'm guessing they don't have public shower facilities because it'd cost money to build them and more money for the water they'd need and even more money for the power to heat the water. And that's not even getting into upkeep. When something is 'free' or belongs to everyone and seen as belonging to no one you get the problem of the commons, where no one wants to take care of it.
I don't know about anyone else but that doesn't sound like a very wise thing to invest *my* money into. BTW I'm unemployed and have been for several years but my husband works part time. we live a normal but very frugal life and way below or modest means. I'd also love some land and a hunting weapon of some type but of course that stuff costs money.

As to your other questions, I don't see how everyone that's jobless could go back to a survivalist lifestyle. For one thing that'd require a lot of land. It takes more land to support a given population as hunter/gatherers than it does with agriculture and a hunter/gatherer type of society is basically what you're talking about. Also who's land are you going to use? You could try to use public land but I'm pretty sure that the fed or state won't let you as it'd quickly become resource depleted if even a small percentage of the unemployed decided to live off the land. And then there's the skill set that's required and lacking in most modern day people.

I live in NH White Mountains and people spend the whole summer backpacking the National Forest, AT and staying in State parks. They walk right into town with all their gear on their backs, hang out, get some food and head back to the mountains.
I am one of the volunteers for my small portion of the AT in the National Forest. You'll meet some great similar minded folks, the thru-hikers are amazing survivalists. Takes 6 months to get from Georgia to Maine. Once you get to Maine it'll be fall.
