It's always cold enough at SOME altitude above you - the real question is if there's enough moisture at that altitude. This seems to vary in a similar way to the local rain. Like in the UK summer storms can be a lot more powerful than winter storms. But in Los Angeles, we almost never get summer storms, or summer contrails.
