there is not a chance in hell that they would label them and slap a US flag on them.

My take as well. Whomever painted an American flag on these, it was NOT the USA manufacturer. I don't know that has ever been allowed.
What... so they can find these "empties" laying around after another of Saddam's "pesticide" programs and everyone can say, hey look the Us did this? ...pffft, sorry.

CAB could also mean Cluster, Aerial Bomb?

Me too. Only delivery mechanism required is a "Biological Suicide Terrorist". Incubation of most "weapon-ised" strains you care to mention is up to two weeks giving plenty of time for walking "bio weapon" to travel around the countries air terminals, train stations, and ball games, touching everything and everyone he meets.
