Two more tropical waves are forming off the coast of Africa, it is to soon to tell if these will form into hurricanes, but conditions are favorable for this to happen.

From the weather channel:

Could this turn out to be the worst year ever for hurricanes? It is only the start of September and the season runs until November 1st. The economic and human life toll could be horrendous.

Tropical waves roll off the west coast of Africa throughout the season, some weeks have more than others. Most fizzle out. This season is on track to become the worst economic hurricane season yet. The human life toll is minute compared to other years. It depends on how many of the poor areas like easter Mexico, the caribbean islands, those areas prone to mudslides, are hit. Those cause large numbers of deaths. The actual death toll from most hurricanes nowadays is small thanks to forecasting advances allowing much earlier warning and of course the ever-debatable accuracy improvements.

If you look here
you'll see that death toll has been decreasing as technology increases. This is despite the massive buildup of communities on the coasts.
