The Orbital Diagram is a very crude tool. As the disclaimer states:
The applet was implemented using 2-body methods, and hence should not be used for determining accurate long-term trajectories (over several years or decades) or planetary encounter circumstances.
The close approach data for 2010 XC15 shows a nominal close approach of 0.002 AU and a minimum of 0.001 AU. Since it wasn't discovered until 2005 the actual close approach distance cannot be known with certainty.

As someone who does not rattle easily, there's one aspect to this story that has me worried. His character. By all reports he's a good kid, well liked, loves his country and seems "normal." His character does not jive with his behavior, meaning he really saw something that worried him. Likely, since he's a low E-class MP, he simply didn't understand what he was seeing, but... there is a huge BUT here. He could be on to something.
Maybe these "fixed" JPL calculations do mean something, and the US knows it. And is preparing. See what the elites are up to, check their schedules.
