It seems goofy but it makes sense.
Some people in the center of the blast will be instantly vaporized, but as you get further away from the center, the rate of survival increases
dramatically.
One man I read about survived being hit by nuclear bombs in both Hiroshima AND Nagasaki.

If you are in the epicenter of the bomb blast, you're ashes anyway. If you are further out though, ducking and covering could mean the difference
between survival and death, when all the debris is flying around. It's the same with a tornado or hurricane.
