According to the 107th session of congress in the House on October 2, 2001, chemtrails are classed as an exotic weapon. In this instance exotic because it is space related. Didn't know that. Had in fact no idea. Thank you for bringing that forward. This puts a completely new and sinister light on the trails in the sky.

There isn't really any need to continue on trying to prove chemtrails when congress themselves have classed them as a weapon. I think you're right when you say that a lot of people don't know this - I didn't. And, like you, I don't really understand either who the enemy in this case is. The casualties seem to be all around because many people complain of illness and mood swings etc.

The examples you've given from the congressional session are certainly a good place to start to try to track down what the actual content is and then we can understand the effect on the population. Thanks OP.

That was a bill written by Alfred Webre, and then given to Kucinich. Other than appearing in the congressional record, it has nothing at all to do with congress.

Webre thinks that the WTC was destroyed using HAARP and chemtrails.

HR 2977 was drafted by this reporter Alfred Lambremont Webre and submitted to Rep. Dennis Kucinich for introduction as a bill into the U.S. Congress in the summer of 2001, well before the HAARP chemtrails (space-based and atmosphere-based) false flag attack on the World Trade Center towers of September 11, 2011).

HR 2977 is a joke, and was long, long ago debunked....for the bunk that it was. Its (short-lived) existence (the Bill was retracted as soon as it was learned that some jokers with an agenda inserted the ridiculous language).

Rep. Dennis Kucinich does not personally read every Bill that he endorses....like all members of Congress, he has staff for that task. HR 2977 made it through the development process, but eventually a sharp-eyed person caught on to the crap that was sneaked into it.


Kucinich, Chemtrails and HR 2977

One of the more pervasive myths regarding “chemtrails” is that current presidential candidate Dennis Kuchinich tried to have them banned by an act of congress, but was pressured by the government to modify the act to remove the mention of “chemtrails”.

(Note that this description of the FACTS regarding HR 2977 was written in 2007. Of course, at that time, Kucinich was a running for the Democratic Party nomination for President).

So what really happened? In a nutshell, Kucinich did not write the bill (or read it, until too late), the focus of the bill is [color=gold]nothing to do with chemtrails, it was written by UFO enthusiasts trying to:

Nullify a vast conspiracy by the “military-industrial complex”

Allow the use of suppressed alien technology for free energy

Avoid accidentally shooting down (or scaring away) visiting aliens.

If anyone wants to say what Kucinich was thinking or why he did what he did, let's see an interview with him or printed copy where he states that. Let's not claim to know what congressmen were thinking and why they took the actions they did.

In a nutshell, Kucinich removed a number of (exotic) weapons from the bill he finally presented and passed, not just chemtrails. All of the weapons that were removed are part of the congressional record as are chemtrails, before and after being removed. The bill passed excluding these weapons. That's what happened.

The bill did not pass. Those "weapons" were removed by Kucinich's office after they found out what they were supposed to refer to. Then the bill died anyway.

As for what Kucinich was thinking, why he wanted to ban weapons in space. Well here are his own words on the subject:

“What has happened to our country? Why are we projecting fear and paranoia to such heights? Have we so lost our way and our faith that we are prepared to transform the heavens into hell? If the kingdom and the will of God is to be done on earth as it is in heaven, what is to happen when the United States takes nuclear fire up to the gates of heaven?

The P's photos are normal, everyday contrails. Anyone with any aviation experience can see it clearly, in the pictures. You can even see where one of the jets made a turn as it was slightly downrange of the camera.

Glad the conspiracy crowd had the money to get an official to propose the bill they wrote, but it isn't really evidence of anything.

BTW: HR 2977didn't make it to be voted on in the house or senate.

The bill was written by Alfred Webre, I don't think anyone disputes that?

So you might want to check out Mr Webre, before you start taking what he writes seriously.

He thinks that the FBI in the 1960s time traveled into the future to get a copy of his book to use to predict JFKs election.

He thinks the WTC was destroyed by HAARP and Chemtrails.

He thinks a lot of crazy stuff. But back when he wrote the bill, he had an "institute for cooperation in space" that looked kind of reasonable, and he and Carol Rosin were able get Kucinich to sponsor a bill, seeing as how Kucinich is all worried about offending God with space weapons. We don't know exactly what happened, but I suspect that Kucinich's staff saw the crazy, and asked for a re-write.

It's not entirely true to say that the spirit of bill H.R. 2977 didn't pass. In a sense it did as the exact opposite of the original. Funding and law abandoning the preservation of space is on and embracing research and exotic weapons is in.

The Space Preservation Act of 2002 did die without passing. The last action before death:

Feb 13, 2002: House Armed Services: Executive Comment Requested from DOD.

The bill H.R. 2977 with its' various morphs: H.R. 3616, H.R. 3657 and H.R. 2420 are all dead. In 2002. In 2009 the categories for bills were changed. Bills would no longer be categorized in terms like space weapons and others terms used in these bill proposals.

This subject term is no longer used. In 2009, the Congressional Research Service, an arm of Congress that classifies bills, changed the way they categorize bills. Some subject terms used before 2009, including this one, are no longer used and will not apply to bills on GovTrack anymore.

Military research is another term that is no longer used to categorize bills.

Was still presented by a Congressman to congress and committees.

The Bill not being passed means NOTHING. If anything it only validates the fact that our military does want to use those types of weapons.
