Assuming Russia decides that ISS is not in their interests what can the other countries do about it. I get the impression that Russia is the manager for ISS and they can decide who is qualified to dock or not (such as SpaceX). I've also seen some articles implying that Russia thinks ISS is a waste and should be de-orbited soon.
