It looks like something coming out of MIB movies, but a GLPer found a couple of documents available in the website of British Columbia government, which are part of a system of records classification concerning the presence of extraterrestrials in that province.

1.2 What are ARCS and ORCS? ARCS and ORCS are combined records classification and scheduling systems that facilitate the efficient and systematic organization, retrieval, storage, and destruction or permanent retention of the government's records. ARCS is the government standard for administrative records. ORCS are specific to operational records.
A standard classification system is the cornerstone of an effective records management program. ARCS and ORCS identify and describe the records created by offices throughout government, and organize them into a structure that reflects administrative and operational functions. This organizational structure ensures that records can be quickly and easily identified, documented and retrieved(...)

23120 EXTRATERRESTRIAL REGISTRATION AND TRACKING

Records relating to the registration of extraterrestrial visitors to the province. Extraterrestrials are registered and tracked to ensure they do not contravene provincial legislation. Registrants must provide identifying information and report regularly to the government liaison.
Record types include registration forms, reference materials, photographs, videotapes, correspondence, and reports.

2.1 23120 - EXTRATERRESTRIAL REGISTRATION AND TRACKING

2.2 Records relating to the registration of extraterrestrial visitors to the province. An extraterrestrial is any sentient being originating from another planet, regardless of appearance or ancestry. Extraterrestrials are registered and tracked to ensure they do not contravene federal and provincial legislation by attempting world domination, body-snatching, or other anti-democratic activities. Registrants must provide identifying information and report regularly to the ministry liaison assigned.
Record types include registration forms, reference materials, photographs, videotapes, correspondence, memoranda, and reports.
2.3 For a description of the Extraterrestrial Registration System (ERS), see Information System Overview (ISO) section. For records relating to diplomatic etiquette and protocol used in communication with representatives of foreign governments, see ARCS primary 415.

When asked about how he found such material, the OP of the thread alleged he was just doing some "random search for stuff" and "stumbled with these docs"...

In the same discussion someone embedded another link for a document of US Navy, entitled NAVAL ASTRONAUT DESIGNATION, which contains the following paragraph:

2. Qualifications.

Naval Astronaut qualifications for Pilots and Specialists are:

a. Naval and Marine officers trained, qualified, and certified to

• fly (pilots) a powered vehicle designed for flight above 50 miles from the earth’s surface, and/or
• serve as a mission specialist on a powered vehicle designed for flight above 50 miles from the earth’s surface as defined by CNO (see reference (a)) and/or CMC, as appropriate.

b. Have completed a minimum of one flight as a pilot or mission specialist on an extraterrestrial vehicle in a flight above 50 miles from the earth’s surface.

The best reply anyone can come up with to this thread is.....well....no. Sorry. Fanciful dribble for the ignorant and easily amused I'm afraid. Should do well around here.

Haha! It's good to know the Canadian Government is doing their part to protect us from body snatching and other "anti-democratic" activities! Tommy Lee was great in this, as always!

I read the pdf. It doesn't look like any government document I have ever seen, and yes, I work for the government. now I don't work for the BC government, maybe they pay 16 year old girls to produce pdfs like this, but the rest of the government has some standards and this falls flat.

It even makes reference to a Unidentified flying Object section.

The link does appear to be coming from the BC.Gov site, but really guys, this could simply be a plant, it actually wouldn't surprise me at all if this was a simple php or sql hack that allowed someone to place that document on there.

anyways, I'm going to spend some time seeing how one could "stumble" across this random document but something stinks.

whenever someone just "finds" something like this I'm skeptical. What exactly were you doing scouring the BC.Gov site looking for documents?
------
ETA:

if you follow this link:
BC.Gov

you can enter a search term and search the database. When I searched for extraterrestrials I got two hits. The Pdf provided by the Op's link and another older "superseeded" version that keeps crashing my freeware pdf reader.

So all I can confirm at this point is that these pdfs are infact hosted on the bc.gov website and searchable to the public.

Why they would have such a shoddy pdf talking about ET's and UFOs is beyond me.

IF this MIGHT be true, wouldn't it be interesting to get a hold of those records and see if anyone or anything is registered?

Love it, without going into your link in the Op, tell me when was this doc. prepared? Perhaps that will give us some insight if in fact these pan out.

I mean it is not so extraordinary to consider that they could be official documents when you consider that even small local Fire departments and Police have contingencies for Extra Terrestrial intervention and applications.

Laws have been made in the past to keep people from contacting openly any visitor as they want all contact or potential contact to go through the proper channels, lol.

It appears to be a document on how to use ARCS and ORCS using these awesome terms that conspiracy theorists will foam at the mouth over. This isn't any different than when the CDC had that Zombie Preparedness....this is just some lame person trying to make their job more interesting.

Edit: what I am saying is that these are examples on how to use ARCS and ORCS...not actual articles.

I'm pretty sure "extraterrestrial vehicle" in this case simply means any vehicle capable of leaving earth's gravity/atmosphere... of course I could be wrong but "extraterrestrial vehicle" doesn't have to mean a vehicle of extraterrestrial origin.

Great find on the Canadian ET database though... S&F for you.

Please read the paragraph preceeding the quoted paragraph in the OP:

2. How to Read a Primary
The format of ARCS and ORCS primaries, although nearly identical for both systems, does allow for slight variations. The sample primary below includes pointers to text to explain why each annotated element of the primary is important. Where necessary these explanations will cover any inconsistencies between the ORCS and ARCS format.

Good find. I just read this myself.

And followed all the links. This particular one is the ministry of labors website. And someone said just an example, I suppose anyone can say this. Such an exciteable and inflammatory example would not be used on a government website.

So while that might be their under the scenes but not explicit anywhere, OUT, its actually some kind of disclosure.

lol i'm not the one claiming these are real, I merely wanted to confirm they are hosted on the government site and are searchable from outside users, which they are. the document is shoddy and half-assedly put together.

Actually I wouldn't be surprised to find spelling mistakes if I took the time to read the entire document.

Anyways, to answer another users question, this document is dated 2011 and is a revised edition as the old "superseeded" edition is still present but out of date.

I really can't wait to see this story spread because no one will bother to vet the information. some university summer student temp is probably going to half a laugh when they get wind of this.

I know. I needed to verify two things:

The pdf was actually hosted there not a tricky url redirect. It is hosted there.
The pdf was accessible from an outside, non government, user. It is and is searchable through the database.

This does nothing to prove the legitimacy of the document, which I still call into question.

Seriously, I could right now upload any document to the official government of New Brunswick website and send you a link. i won't, but I could.
