The Philippine Department of Science and Technology has finally released its preliminary report of the tests done last February on Ismael Aviso's self-charging electric vehicle, shown to be 133% efficient, compared to the same motor run off mains power, showing 45% efficiency. The testing was done at the University of the Philippines , Department of Mechanical Engineering.

Has this been addressed already on ATS?

Anybody seen the data and have any alternative explanation?

Aviso stuff goes back many years, but this seems to be a new development.

Any takers?

You showed a quote but I think you forgot the source.

Generally efficiency can't go over 100%. If they have a number like 133%, either they forgot the word "more" as in "133% more efficient", or it's another one of the 2,768 claims of perpetual motion machines with claims of "over unity" meaning over 100% efficiency, none of which have ever worked. It also doesn't help their credibility that such machines would violate the laws of physics as we know them, though if someone has a working model that demonstrates we need to rewrite the laws of physics, I'd be glad to see it.

He said in the past he's getting electromagnetic energy from the air. Actually this is possible. but unless your car is right next to a 1 megawatt broadcast antenna, in most other places you'll get enough juice to power a digital watch, and if you're lucky, maybe a pocket calculator. But the energy density needed to power a car is far higher than what's randomly available in the air.

This over unity claim has been discussed before and then, as now, no one could supply links to the supposed report (or any paper trail, for that matter) from the Philippine Department of Science and Technology.

The source: pesn.com...

The report: www.pureenergysystems.com...

On the first look the so called official report looks rather amateurish. Would be awesome if someone could check if there is a Professor, Miguel T. Escoto, Jr. at University of the Philippines, Department of Mechanical Engineering.

A dodgy unsourced PDF hosted on a quack free energy site is a far cry from an official report from the Philippine DOE. PDFs saying "lol overunity happened m8" are utterly meaningless, anyone can knock up something like that in 5 mins. As with all these free energy claims, the whole thing stinks of fraud and deception. Why is it that whenever people fall over themselves to provide "official" validation (whilst at the same time decrying an "official" cover up... go figure), it's never a clear cut case of providing the documents, instead we get led on a wild goose chase. I'm sure someone will chime in with all the reasons under the sun why the "official" report has been downgraded to some dodgy document of no substance on a free energy site. Funnily enough, the only mention of Philippine Department of Science and Technology and Mr. Ismael Aviso is on conspiracy and free energy websites, not a peep from the Philippine Department of Science and Technology itself. Likewise, not a word on the UPME Vehicle Research and Testing Laboratory's website. You'd think that such a momentous result would be worth a mention but evidently not.

And with regards to Professor Miguel T. Escoto, him being a real person does not in any way validate any of these unsubstantiated claims. It wouldn't be the first time a genuine academic has had his or her credentials stolen to lend credibility to fraudulent free energy claims.

You are correct, nothing on the DOST site about this and nothing about Escoto either, although google refers to him on Philipine edu site pages which are coincidentaly 404 right now.

Stirling Allen at PESN quotes:

Finally, we have gotten the official report from University of the Philippines Professor, Miguel T. Escoto, Jr., who yesterday provided to Aviso the "EV test (pdf) and Winch data and repulsion test data (xlsx) files", which we are making available here publicly for the first time.

so either this is a manufactured lie by Allan or DOST is covering up, or DOST doesn't think it's worthy of web space at this point. In the report they allegedly quote:

Comparison of the output power vs. the input power when running on Aviso Tech seems to indicate an "unaccounted for" source of power or energy responsible for the higher values of output power than input power. It is strongly recommended that a more detailed examination and testing of the Aviso electric vehicle be conducted to address this observation.
