I'm unsure about all countries, however I know that my own (Canada), and plenty of European ones can charge you up to or over 50% income tax. Communism is when the society controls the economic output. Well if they're charging 50% tax on your output, haven't the elite already achieved a state of half-communism? In fact, you could go so far as to argue it's fully communist since the state is saying that you may keep the other 50%- they're really controlling the other 50% by giving you the permission to keep that much from your Social Insurance contract or whatever similar card you may have in your country. Canada and Western Europe's governments are usually based on democratic-socialism and the economy is a socially-oriented free market economy. You could call this "half communism" but it really is something different.
