In my opinion it's not correct. A conspiracy does not necessarily mean that it's criminal or unlawful. It just means a group of people conspire to do something together according to a pre-agreed plan without anyone else knowing.

You could have a conspiracy to keep a certain person out of your book club and that wouldn't be against any laws.
