Even Kucinich admited he had been hoaxed.
"I'm not into that." were his exact words when asked about "chemtrails."

Why would impractical and nonexistent weapon systems be used in a congressional document?

Because Kucinich is a fool.
It seems he let his staff prepare the bill without checking it over fully. Someone on that staff allowed Laurie Kramer, a renowed chemtrail believer,
to influence the language of that bill.
After his bill was introduced, and the after laughter died down, Kucinich withdrew it and reworded it, taking the chemtrails reference out, but the
damage to his reputation had already been done.
