When Bin Laden was in charge, their goal was to get us out of the Middle East. That is one of the main reasons 9/11 is so unbelievable. Bin Laden wanted us to leave the Middle East. Attacking us there and causing casualties and making the presence unpopular made perfect sense. Attacking us here and drawing retribution back to his homeland makes no sense whatsoever. That is precisely why many don't believe Bin Laden had anything to do with 9/11.
They will define victory when Western Forces are no longer on Holy Lands.

Now as to the OP. It is ridiculous. 10,000 people? Even 30,000 people.... opposing the status quo are no target for Al Qaeda. They ignored the Jets/Giants game with more like 100,000 people. They ignored Times Square every New Years Eve for 10 years with more like 1 million people. They have not gone out of their way to prove our TSA is worthless, and it would be so easy. Al Qaeda is not interested in us.
