Looks like bits of cheap plastic to me. I dont think the US shadow gov is spending billions on that kiddies thing but who knows you may know something more

I see a simple toy also, but if you look at the toy in action, the flight pattern, the ability to hover...could this be a cheap way of flight in a smaller scale?

Well I've heard of is this amazing thing that resembles the flight pattern of that toy and uses the same physics of flight.
