Because the rank of 5 star General was created in 1944 awarded to George Marshals. the term Marshall was a term used for senior law enforcement
officers U.S Marshalls in particular but also state and local law enforcement.
The term field Marshal was considored but the that would have meant that the first U.S Field Marshall would have been Field Marshall
Marshals.
