Is NOAA Predicting a New Solar Flare Pattern?

All links to this story lead to the same online publication, "International Business Times", and I cannot find confirmation from NOAA yet. But, WOW, if true this is big news. The story claims that NOAA is predicting 4 extreme solar emissions in the coming decade that could reach earth. If true, we now know what NASA has been so worried about.

It seems this article is what he got his story from.... but it doesn't mention anything going into the next decade....
