Pierre, S.D. 3.4 earthquake, strange location?

On google earth looks like a dyke and fishing pier, would it be blown up to stop flooding? Thought the water was going down? Could it be a prep for something coming? This river flooding was first reason I ended up here at ATS looking for info?
Isn't a 3.4 too big for explosives?

I have a friend in FEMA and is in that area ... he posted on facebook of the quake before it showed on usgs... I thought it was an odd location also.
