Well not even that, we can try to get a little bit more rain to come out of a cloud. But if a cloud that is not already raining, probably cant just make it start raining.
Some of these people attribute anything and everything to HAARP, its like some catchall they can use. No matter what happens, someone will just chime in that HAARP did it. If these people are so insistent that HAARP is something nefarious, then why dont any of them go enroll in the University of Alaska and be an insider!

Skywave is the propagation of electromagnetic waves bent (refracted) back to the Earth's surface by the ionosphere. Some Native American tribes believed that the spirits they worshipped lived in the clouds of the sky. They even had explanations for the various types of clouds, rain, lightning, and thunder..Other times, it was because man forgot to be respectful of their animal brothers or of the benevolence of the land that provided them with food, clothing, and protection.
