Well not even that, we can try to get a little bit more rain to come out of a cloud. But if a cloud that is not already raining, probably cant just make it start raining.

Some of these people attribute anything and everything to HAARP, its like some catchall they can use. No matter what happens, someone will just chime in that HAARP did it. If these people are so insistent that HAARP is something nefarious, then why dont any of them go enroll in the University of Alaska and be an insider!

There is an ENTIRE INDUSTRY around Weather control, whether its moving clouds (Sonic Booms to steer Hurricanes), Rain fall (cloud seeding with particles), moving clouds using kicking of the ionsphere via radio.

We all know that the ionsphere is very easy to disturb and it does amplify (any radio person knows this) greatly with small inputs.

It is not rocket science it is actualy very basic radio science.

You might want to do a little reading on how powerful the radio waves coming out of HAARP are, and what kind. Here you can find some perspective on HAARP's power (it outputs almost two big macs per second!). Anyone knowledgeable of radio waves would tell you that the HAARP "conspiracy" is bunk.

Are you talking about a place in particular? If your talking about DC, yes this area has beautiful cloud arrangements that change quite frequently. The weather here can be a meterologists dreams, with the lakes to the north, the ocean and bay to the east, and next to the mountains.

You've got me there, you have not done your research. I wonder how they aim a stationary antenna array (think about that for a little while, now).

The ionosphere doesn't reflect, it refracts. The radio waves don't bounce of the ionosphere, rather they are bent by it.

Sometimes, people just see what they WANT to see. Those who think Jesus is coming down from the heavens to take his "chosen ones" could probably see Jesus or the angels in their bubble bath suds, too.

Clouds form random changing shapes, and our brains are hard-wired to see shapes. The theory is that we see shapes where there are none because it's basically your brain being on the safe side when looking out for predators.

If you mistake a rock for a wolf, then no harm, but if you mistake a wolf for a rock, then you are dead.

Hence the brain always defaults to seeking out shapes, like in this classic example:
