I'm not saying this is fact, but it has crossed my mind...

i can almost smell it on the headlines of the papers...

"bring back national service"

if someone 'did' need to stock up on 2 million disposable troops, i can't think of many better ways...

Well, it spread to Bristol, Liverpool and Birmingham tonight with detailed account from one shopworker in Birmingham on Sky News that said a gang of thugs came in attacking people and demanding cash and valuables while police apparently didn't seem to get there on time to prevent it.

This happened right in the city centre and usually police are present on friday and saturday nights along Broad Street where most of the clubs are so either could be them getting caught out by action they never expected or along the lines of the OP and letting people do it.

I'm leaning more towards they didn't know it'd happen, especially after seeing the nutters and thugs that live in and around the city centre but who knows, too early to tell.
