Bit o' history: The families of some workers at Area 51 sued the government a while back. Got that manual as part of the discovery process. Posted it on the web.

Within hours it was classified, and yanked off the web.

You may have a copy that was copied during the brief time it was posted, or a copy that the families got as part of the discovery process. It may be real.

Would be very interesting. I understand that a lot of the lawsuits revolved around exposure to hazardous materials with insufficient personal protective equipment. I also understand it caused a lot of heartburn for the gov as it exposed a lot of information regarding the kind of materials technology that was being used.

There's one floating around that appears to be genuine. It's the one that does NOT talk about aliens, alien contact, etc, and is a rather prosaic "this is how we want you to guard the perimeters and so forth." It's basically a military security manual from about 1950 and there's nothing terribly shocking in there.

There ARE faked ones, and they talk about aliens, star systems, and antigravity and lasers (etc.) You can tell they're faked because the typefaces and typestyles and sentence construction aren't consistant with what the military was using at the time.

They it's just a military security manual, nothing special.
In fact you can donwload it on several area51 websites for years...
