Seems like the state of Missouri is treating teachers like sex offenders, or there starting too.

They have to because of who the victim is and who the perpetrators are. The reality is the vast majority of teacher sex crimes go unreported in this Country because the primary victim(boy's) tend to be much more silent about these things(see Priest scandals). So the State has to be more thorough to protect them from the rapist's that infect our educational system.
