Pen tool is the best for that. If you do the line well enough, you will have no fringe. Skin tones can be tough. I usually get it by using various layers and blending modes (the drop down menus in the layers box).

Rumor has it, this campaign idea was shot down just minutes before the democratic national convention...

Hey don't stop sharing the good work just because you ran out of ATS space.

You could buy more space when you get more points but the best option would probably to do what a lot of people on here do; use one of those websites that let you upload pictures.
