What is Uqbar???

Nobel Winning writer, and argentinian hero, wrote short stories such as 'The Garden Of Forking Paths', but also wrote a short story called, 'Uqbar, Tlon, Orbis Tertius'' ,

in the story he describes a place/ or organization called Uqbar. the story goes onto become a very, very weird book. So i ask,
Was this, 'Uqbar' real?
And does anyone know anything about uqbar?
