It's a ballistics cage for testing weapons and explosives. They hang sheets of various materials that have known thicknesses and density levels. When
the explosive or weapon is detonated, they can see where the shrapnel goes, and then measure it's velocity by seeing how deeply it penetrates the
materials. This is how they test the effectiveness of the weapon and/or explosive. Weapons testing is mainly what they do at Dugway.
