Finally got an email from them just now. Not a game or TV Show.

country alerted citizens to the concept of the Australian Interior
Authority –which some believed may have been spurred by a new television
series, or even a computer game.
The reality is that the Australian Interior Authority is fictitious and
these posters and billboards were designed to highlight real-life human
rights issues that are happening somewhere in the world right now.
They’re in stark contrast to the democratic nature of Australia – a
society that encourages freedom of speech, and allows a quality of life
that clearly should never be undervalued.
