IMHO... that is the one thing that should be debated before we even get into the prisoner on prisoner abuse. To think that corrections officers are doing most of the raping is far more disturbing for me.

There was such a resistance from the system and a conspiracy that the govenor was arrested for some b.s. charge. They put him in a holding tank with over 30 guys, and then the guards instigated those other inmates into raping the govenor. He says he was raped by over 20 guys in the little time he spent there.
I can't remember the guys name, a google should help someone find him though.
