This means they'll probably try to push it mostly on the DS and 3DS, possibly on the Vita too but nobody knows enough about it yet to make an educated guess.
Besides, the market is moving more and more towards digital distribution anyways. Much better solution to the "problem" even though the used game market really isn't a problem anyways.
