That means they breath it in, through dust, or ate it.

Kyodo: Experts says they found internal radioactive cesium exposure in all 15 people surveyed in May 30-40 km from #Fukushima-1.

Cesium stays in the environment for 300 years. So yeah.... all is safe, trust the government.
