as for the 3 lights could be anything .. but the anomalies in question remain.. what are the IR steaks .. is this just weather balloons, Chinese lanterns, can't be flares because a standard Flare will NOT be static, but, the vid cuts to another clip .. not long enough to really get a good idea .. but, flares would NOT make a streak, it would just be a big circular blob of white light due to the heat index..

In my opinion they look like simple light pillars caused by light reflecting off plate shaped ice crystals in the atmopshere.
