Frankly, your outrage is better spent towards the big money hogs - which I'll grant, you've already mentioned, the wars, the criminalization of drugs, and tax giveaways to the wealthiest (wealthfare, let's call it). Oh give me a break. If we returned to normal tax rates instead of paying fealty to massive corporations and actually taxed them on the massive profits they are making our entire social safety net would be completely secure.
The rich aren't hurting right now. They have amassed more wealth than ever before and have continued to amass more and more while the people suffer. There is absolutely no need to cut benefits to the weakest members of society when the richest, greediest, and most (unfairly) powerful among us continues to receive lopsided benefits because they control the media and the political process.

The Department of Health and Human Services has been given $19 billion in incentives to move the healthcare community toward full utilization of electronic health records. The goal for this stimulus funding is to help 90% of doctors and 70% of hospitals adopt EHR within 10 years.
In the early years, hospitals and physicians offices that are early adopters of the technology will receive annual bonuses through Medicaid. Beginning in 2015, providers who have not adopted the technology will see reduced Medicare payments. After 2015, the amount of reduced Medicare payments will increase annually. The same type of incentives will be available to Medicaid providers.
This segment of funding also includes $2 billion to create a medical record database for the entire country.
The Stimulus Package
Funding will be determined by formula with each qualifying hospital getting a base amount of $2 million. Hospitals will have up to 4 years to become “meaningful” users of EHR.
The president is clearly sending a message to medical practices and hospitals that it is time to convert their paper files to Electronic Medical Records (EMR). It is a priority for President Obama because it will help healthcare providers and insurance companies easily share information about patients.
