Not sure if you've noticed or not but the President has been sending the US into wars since before you were born. They just don't call them wars to get by the constitutional edict of congress declaring war. (The Korean CONFLICT) although they did call it the Vietnam War, I think it was more after it was over and not official.

Presidents do it anyway, they are just making it legal and I think it would take a constitutional amendment not a law to change the fact that only Congress can declare war. So there's something odd about this to me.
