WINNIPEG - Vince Li may be allowed to walk the grounds of Selkirk Mental Health Centre under reduced supervision, but he won't be roaming town streets any time soon, a Criminal Code Review Board decision suggests.
Li has been lodged at the mental health centre since March 2009, when he was found not criminally responsible for the stabbing and beheading of 22-year-old bus passenger Tim McLean.
Earlier this week, Li's treating psychiatrist told the review board Li could be fit enough for escorted passes off hospital grounds in less than a year.
Li is currently allowed passes

You think someone who does that is sane? You think jail will somehow fix the insanity? I think treating people instead of incarcerating them is a great thing. Jail as it is just makes people more like animals....

If any of you had researched this you would know that the guy had been dosed with PCP, possibly unknowingly, by the insane clown posse fanatic (and the person he killed and ate) he was seated with while on the bus. The hallucinations can be that intense (he believed he saw devils) that you can do many things. Another disturbing incident of PCP was some rapper who killed and ate his girl friend internals.
