Bus beheader to remain on hospital grounds

WINNIPEG - Vince Li may be allowed to walk the grounds of Selkirk Mental Health Centre under reduced supervision, but he won't be roaming town streets any time soon, a Criminal Code Review Board decision suggests.

Li has been lodged at the mental health centre since March 2009, when he was found not criminally responsible for the stabbing and beheading of 22-year-old bus passenger Tim McLean.

Earlier this week, Li's treating psychiatrist told the review board Li could be fit enough for escorted passes off hospital grounds in less than a year.

Li is currently allowed passes

I figured this would go down like this, when I heard the Judge found him mentally unstable. Put him in a hospital, give him some meds and he's good to go. He freakin' cut the kids head off and ate parts of him. I think this guy should be in hospital for good or prison, take your choice. He'll get out , just watch. Doesn't seem right to me.

You think someone who does that is sane? You think jail will somehow fix the insanity? I think treating people instead of incarcerating them is a great thing. Jail as it is just makes people more like animals....

Get treated like an animal, caged with other animals for a few years and see how human you feel. It sucks ass, only the strongest willed people can come out of there unscathed.

I think maybe we should ask Al Queda and it's derivatives about cutting heads off and being sane.

I do not believe there is a pill or pills in this world that will fix someone who is so ill that they cut someones head off and ate part of them. That said, treating someone is ok with me, if the taxpayers want to pay additional for it, but don't let him out on passes and let him walk around a treatment facility campus without being watched.

Those are people in perpetual war, I don't think anyone participating in a war can be sane to be honest. Being sane would be a liability in a war environment.

I am not sure about the whole thing though. Instead of jails building places where people learn to be integrated back into society, while also under supervision would be nice. I doubt it will ever happen though, prisons are for profit now
Not for helping people back to be a regular part of society after screwing up.

That's what I'm saying. I wonder if TKDRL would like this guy to move into his neighborhood? I mean if he thinks the guy must be fixed. Doctors don't make mistakes and people don't go off their meds in a perfect world, but we know this world is far from perfect.

If any of you had researched this you would know that the guy had been dosed with PCP, possibly unknowingly, by the insane clown posse fanatic (and the person he killed and ate) he was seated with while on the bus. The hallucinations can be that intense (he believed he saw devils) that you can do many things. Another disturbing incident of PCP was some rapper who killed and ate his girl friend internals. If anything, the man could possibly be completely innocent and, if he was given a dose of PCP unknowingly, reacted violently.

How hard do we need to research this to find PCP? I did what I thought was due dilligence by reading several articles, and that, combined with the fact he was found guilty, I don't think anyone here is "judging" people.

His family said he had issues, his wife said he had issues, his ex employers said he was "odd" and he boarded the bus, after writing a bizarre note to his wife, and purchasing a ticket under an assumed name...... when exacty is he supposed to have been slipped PCP?

The dismembered AND beheaded mans family will have to go every single year to the mental istitution to appeal his being let go. Imho THAT is the crime.

It almost seems like you cannot post anything here without someone coming up with some alternate theory of how it really happened.

The person he was seated with and had a cigarette break with was obsessed with PCP. If you don't know, you can dose a cigarette with PCP. The victims body (the person he killed and ate and had a cigarette break with) had PCP on him. It wasn't exactly proven that he was dosed with PCP in court but... you get the picture. I tried finding article about this but anything I can find is the new info the OP mentioned. I could be completely wrong and the guy may have just been insane, but the fact that there was a link to PCP in the whole crime made me question the insanity.

Yea I don't know about that. According to this article- Li was found not criminally responsible last year for the 2008 beheading of 22-year-old Tim McLean on a Greyhound bus near Portage la Prairie. A judge ruled Li was suffering from hallucinations and untreated schizophrenia at the time of the attack. www.winnipegfreepress.com...

The judge ruled he suffered from hallucinations because they couldn't prove 100% that he was dosed with PCP because they didn't take a blood test soon enough, but they did prove that there was a possibility that he was.

The whole story is quite interesting actually. You should check up on it. The RCMP were outside the bus while he was showing off the head and eating parts. Not something that happens everyday in Canada, thank dog.

The entire incident was bizarre and there were never given enough facts to the public to come to a real conclusion. I personally believe that there was PCP involved, simply because there is proof of the possibility that there was, but also because I refuse to believe someone could do what he did with out being on drugs or brainwashed.

If you look at the old thread I posted there are many reasons given for his actions, but really this is a conspiracy, in a sense of how could someone do this!

Personally I don't know what happened with this story but I want to relate a personal story.

When I was 15 yrs old I was given a dose of '___' (I think) unknowingly by some older person I knew. I began to freak out completely and didn't know what was going on. I ran to the kitchen and grabbed a knife because I said I was going insane and I was going to kill myself. I found out later the guy that dosed me then whacked me over the head with a rolling pin just before I grabbed the knife and knocked me unconscious. The thing is, I'm almost 30 now and still remember it like it was yesterday, but I know in my soul, that if he hadn't of knocked me out, I would have done it.

The point is, people that get dossed with hallucinogenic drugs unknowingly have a good possibility of reacting violently out of fear and that shouldn't be ruled out in this case either.

i bet they play rock, paper, scissors to see who has to escort him.

i don't think he should be kept with regular inmates, and he certainly isn't sane, but he should never be allowed outside that institution.
