Millions were in germ war tests
Much of Britain was exposed to bacteria sprayed in secret trials
The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public.
A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979.
Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told.
While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments.
The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution.
The tests, carried out by government scientists at Porton Down, were designed to help the MoD assess Britain's vulnerability if the Russians were to have released clouds of deadly germs over the country.
In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.
In another chapter, 'Large Area Coverage Trials', the MoD describes how between 1961 and 1968 more than a million people along the south coast of England, from Torquay to the New Forest, were exposed to bacteria including e.coli
According to the U.S. Food and Drug Administration, the faecal-oral cycle of transmission can be disrupted by cooking food properly, preventing cross-contamination, instituting barriers such as gloves for food workers, instituting health care policies so food industry employees seek treatment when they are ill, pasteurization of juice or dairy products and proper hand washing requirements.[35]
Shiga toxin-producing E. coli (STEC), specifically serotype O157:H7, have also been transmitted by flies,[44][45][46] as well as direct contact with farm animals,[47][48] petting zoo animals,[49] and airborne particles found in animal-rearing environments.[50]
The report also reveals details of the DICE trials in south Dorset between 1971 and 1975. These involved US and UK military scientists spraying into the air massive quantities of serratia marcescens bacteria

Washington (AP) - The reddish bacterium to blame for this year's shortage of flu vaccine has a colorful history.
Until the 1960s, Serratia marcescens was considered harmless - so safe, in fact, that the military secretly dispersed it across U.S. cities in germ warfare studies. Today, Serratia is blamed for urinary tract infections, infected surgical wounds and pneumonia, usually spread among hospital patients.
The germ that tainted the flu vaccine at a British factory is a common contaminant in labs - and lots of other places. Serratia is found in people's intestines, and possibly growing as pinkish scum in the shower, too. "Most of us carry it every day of our lives," said Martin Blaser, chairman of medicine at the New York University School of Medicine. "A great paradox of life and health is we have all these bad organisms we carry around OK in our intestinal tracts, and if we move them over one inch to our bladder, for example, they make us sick."
During one such test in 1950 - "Operation Sea-Spray" - Navy vessels cruised the San Francisco coast, spewing huge amounts of the bacterium into the air over the city. At least one hospital noticed an increase in pneumonia patients. In the 1970s, when the military disclosed the tests, a San Francisco family sued over a pneumonia death they blamed on Serratia. Courts ruled the government was immune from such lawsuits.
Until the 1950s, S. marcescens was erroneously believed to be a non-pathogenic "saprophyte",[3] and its reddish coloration was used in school experiments to track infections. It has also been used as a simulant in biological warfare tests by the United States Military.[9][10] On September 26 and 27, 1950, the United States Navy conducted a secret experiment named "Operation Sea-Spray" in which some S. marcescens was released by bursting balloons of it over urban areas of the San Francisco Bay Area in California. Although the Navy later claimed the bacteria were harmless, beginning on September 29 eleven patients at a local hospital developed very rare, serious urinary tract infections and one of these individuals, Edward J. Nevin, died. Cases of pneumonia in San Francisco also increased after S. marcescens was released.[11],[12]
Since 1950, S. marcescens has steadily increased as a cause of human infection, with many strains resistant to multiple antibiotics.[1] The first indications of problems with the influenza vaccine produced by Chiron Corporation in 2004 involved S. marcescens contamination.

Phenol and its vapors are corrosive to the eyes, the skin, and the respiratory tract.[17] Repeated or prolonged skin contact with phenol may cause dermatitis, or even second and third-degree burns due to phenol's caustic and defatting properties.[18] Inhalation of phenol vapor may cause lung edema.[17] The substance may cause harmful effects on the central nervous system and heart, resulting in dysrhythmia, seizures, and coma.[19] The kidneys may be affected as well. Exposure may result in death and the effects may be delayed. Long-term or repeated exposure of the substance may have harmful effects on the liver and kidneys."[20] There is no evidence to believe that phenol causes cancer in humans.[21] Besides its hydrophobic effects, another mechanism for the toxicity of phenol may be the formation of phenoxyl radicals.[22]
Chemical burns from skin exposures can be decontaminated by washing with polyethylene glycol,[23] isopropyl alcohol,[24] or perhaps even copious amounts of water.[25] Removal of contaminated clothing is required, as well as immediate hospital treatment for large splashes. This is particularly important if the phenol is mixed with chloroform (a commonly-used mixture in molecular biology for DNA & RNA purification from proteins).
You are trying to argue that this had nothing to do with testing chemical or biological agents?
Then why does the article specifically call this release a history of "biological weapons trials"?

No. The increased illness in San Francisco hospitals was traced directly to the use of live s. marcescens. As I said, at the time it was not known that s. marcescens could have that effect.
