This isn't a test of law, but the deployment of the test phase of the technology.

youre not understanding what i am saying...
this has been tested already, on sex offenders, to track them, now they want to do it with OTHER offenders of OTHER crimes

No I do understand that.

They are deploying a new tech system. And, as you said, for the first time outside of sex offenders.

There are two companies trying to get the contract. The favored system already fielded is by an Israeli company. The other, less favored but less expensive is a local company according to a DV activist.
