Silver iodide cloud seeding has been around for decades, so why would you say most people believe we cant control the weather? You think they never heard of silver iodide?

On the other hand, the movement of the pacific plate is on a scale that dwarfs man's technology, so I've never heard anyone of sound mind claim man can change the motion of the pacific plate. That's the source of the 9.0 Earthquake this year off the coast of Japan.

The only influence man might have would be to affect the timing of a quake that was about to happen anyway. If you think man can just create one, then you don't understand plate tectonics, or Earthquakes, or the types of movements that happened in March 2011 in the 9.0 quake.
