With DNA Profiling Scientists wholeheartedly agree that discrepancies amongst samples can be fluctuating, for example

'The calculations for the THO1 and vWA loci are similar, and taking them into account whittles the overall chance for a random person to have the combined genotype from 4% down to about 1/7000.'

This means 1/7000 people on this Earth share the same Genetic variant in which this DNA could be tested for. Lets delve even deeper, DNA Profiling as a whole is inheritantly 99.9% foolproof. But there's some 7 Billion in the world's population, allowing some leverage. Totalling that up comes to 6.99300 × 1012 = 7076.916 who share the same Genetic Code.
This is the inherant proof that Evil is NOT passed down through nature but by nurture, the smoking gun if you will that world dictators are not born evil (Stalin, Hitler, Moussilini, etc) but they are moulded into being so. As their genetic codes are still on the Earth to this day spread throughout the world, yet we inherantly see other leaders taking their place as the puppeteers.

That would seem correct. Maybe a biiit different, but just look at dogs. No evil dogs, only evil owners, who train their dogs to be nuts.

On top of that, good and evil are man made concepts. One always does what he beleives to be good depending on the circumstances of the given situation.

Also, if you beleive in alternate realities and dimensions which is practically proven already, then it would be interesting to note that every single possible situation plays out in every single one of the infinite ways that it possibly could. So as soon as you make on descicion, an alternate reality is instantly created where you perform the alternate desicion. So ultimately, we are all just about as good and as evil as we can possibly be. Then the soul accumulates all this knowledge from its infinite experiences of that lifetime, and evolves from it.

And World Population figures for 2010 can be found with any general search term. The idea as a whole was a 'brainwave' that came to me last night, and after some quick number estimations on the 99.9% figure coming up with the 1/7000 match in a general probability it just makes sense that not only is DNA a exact clone of itself as a whole throughout the population with only a 6999 'per head' discrepancy. It was this idea leading me to the nurture/nature theory.

Your assumption that 99.9% means that 0.1% have the same DNA is wrong. That 99.9% is an accuracy figure not a statement that there are only 1000 combinations of DNA. There are billions of combinations. When comparing two samples that match there is 99.9% chance they are from the same source.

Evenso, the fact that its internationally recognised amongst law that DNA Profiling has that 0.1% discrepancy means that somewhere else in the world there is still 7000/1 of the same match out there.
