No it isn't.
Most large telescopes are accessible via the net these days, it is a matter of being able to book time on them (and being able to drive them).
Astronomers associated with Universities have access to the passwords and connection details.
(and i'm not Leonid Elenin, its just that this was an easy one to answer.)
