Two blocks away, on 52nd and Park Ave., there was a large gathering of police vehicles. Soon after this picture was taken, about 12 had gathered here, then went up Park Avenue (north) with lights-a-flashin'. [edit on 2-8-2004 by SkepticOverlord]

Does this have to do with the increased terrorism alert issued for numerous targets in the New York area?

I don't know if this has been mentioned before, but I would advise everyone taking pictures of police or military to be very cautious of how obvious they are. You don't want to end up getting your camera confiscated or worse.

Is it really that rare to see that many cops in one place in New York?!?

I live in Tallahassee, and I see just about that many cops in respose to a bad DUI (ok, maybe not 12 - lol)

Don't get me wrong....there could be more going on in this picture, but IMHO it just looks like another day for the NYPD.....

enron, this isn't your normal police force. this is the hercules team. They are the elite counter-terrorism squad. all black combat gear with machine guns at the ready. It is far from the norm.

That's not such a typical gathering. On a fairly regular basis one can spot entourages like this in the city. However, they're not usually NYPD cars. You will often find 2 NYPD cars 2 or 3 Chevy Impalas and something like a Town Car, which would be a good indication that some VIP official is being escorted.

A team of NYPD cars alone as in that picture is more rare. I wonder what was going on. Perhaps an exercise of some sort.

have you slept thru the last 4 days? that's NYC as a result of the current terror warning. The cops are outside the citicorp building.

They're stationed outside there. SO said they were mobile, not stationary.

There's a difference between being assigned a post and travelling with lights and sirens on throughout the city.

What I was referring to was that you will rarely see such large groups of PD cruisers travelling together like that.

Sorry, revival of an older post, but...

That would likely be one of the 'surges' talked about commonly..

When the level was raised to orange, they spoke a bit about how they had random points allocated throughout the city every day or two that they would assign and rush as many cops there as possible, as training for a massive problem somewhere in the city, get as many cops there in seconds as you can. 12 Cruisers makes sense for one of these such 'surges'.

I used to work in a Restaurant in Mid town. This would routinely happen outside of my restaurant once or twice a month. Usually a few officers would come in and order some food while this was going on. I was waiting on one one day and asked him what was going on. He said that the NYPD conducted routine drills every few weeks and that all it was. Would make sense since everytiem it happened about 4-8 officers would come in get food and hang out whiel the officers who were outside just stood around not really doing anything.

Maybe these "drills" are simply to make their presence known at all times? Intimidation of sorts? I'd buy that before I would a cover-up.

This is where my expertice comes in (police), This might be what tthe NYPD calls a "mobilization" When incidents like perp searchs, search for missings, etc occur, Levels of Police Mobilization are called. The most commonly called are Level 1's. Different Levels bring different amounts of officers from each PCT in the borough or city. I think Level 4 is the highest the levels go, but I could be wrong.LEVEL 1-(authority to call)Patrol Sgt-(response)-In borough Task Force.........LEVEL 2-Captain or above-Out of Borough Task Force(designate # of Task Force and Boroughs to respond)........LEVEL 3-Captain or above-In Borough(Task Force+1 Sgt/8 POs each Pct)......LEVEL 4-Captain or above-Out of Borough(All Boroughs-Task Force+1 Sgt/8 POs+All specialized units)



Procedures are as follows....LEVEL 2 ....CO calling mobilization will advise which specialized units should respond....(if any)....and which Borough Task Force...will respond...........LEVEL 2 or higher....CO will also advise which specialized units will respond...........and with any Mobilization.....Ranking Officer calling Mobilization will advise...reason....location....route....and Mobilization Point............LEVEL 2 or higher....CO in addition...will advise a "staging area".....for the specialized units...and support units.....also a perimeter will be set up....cleared and closed to outside traffic(ie....civilians)...............keep in mind....these are the cursury procedures.......every situation is different...so the response..and assignment of specilized units will be assigned/requested accordingly.....customized to the incident.

1,2,3 or 4 brings in alot more then just extra police officers to the scene. It brings in also a large amount of equipment also. level 1 to start off with brings in that boroughs (north or south), task force, a transit RMP(with Sgt.), and a housing RMP(with Sgt.) to the scene..A Level 1 is generally called for a missing, confirmed person shot or stabbed(does not have to be a homicide), bank robbery, or a sexual assualt, and last but not lease school related incidents. Hope this explains the cars...

It makes sense, but still it could also be seen as a means to familiarize the public with training, police training, military style training. Large Numbers of Enforcement. (Unnessecary Numbers..) WE ARE NOT TERRORISTS if at the most there are a MILLION even if that many, or even if a LITTLE bit more, theres no need, they aren't that concentrated.
