RATS Attach Button

I searched before posting this question:My Search and nothing came up, so:

In the RATS forum, when you reply to a thread, underneath the post button is a little button marked attach.

Could someone please enlghten as to what the function of this button is and why it only appears in RATS?

I saw the button available to me when I was posting. I'm not sure what forum it was in but I don't have access to the RATS forum.

attach is simple enough. attach a file to your post. the feature is disabled.
the button was never removed from that forum when the forum was made. not sure why but there ya go, hope that answers your questions.
