As I said, its part of the tarmac, Perhaps a place to stage fire equipment?

Actually its funny you mention fire staging, i used to be in navy cadets and did an advanced fire fighting course on HMAS Stirling it reminds me of the oil pits we had there where we practiced fighting large fires.

As has already been pointed out, this is not (repeat NOT) a hole. It is a flat concrete pad, identified in leaked documents as the "Compass Rose." It is located on the southern edge of a now disused section of taxiway. The pad was built decades ago but was abandoned when the new taxiway was built. Satellite imagery taken over the past 10 years shows increasing staining (dark greenish marks) in a somehwat circular pattern but you can still make out the concrete blocks in high resolution images.
There is no hole. There is no ladder. Pay attention to detail and study the historic images.
