Saint,

You don't rip it off, you photograph it in it's location, remove from vehicle and photograph, then take that to a lawyer and if you're not the target of an investigation and inquiry that is a massive lawsuit you've got.

Nowadays they don't need these pesky, costly wastes of scrap metal as your cell phone, laptop, iPod, iPad, iTouch and services like On Star and any other manufactuer issued vehicle locator tech is all they need. Less obvious, requires no special hardware, no record, no proof.

the trick is to track them where they are receiving, and sneak up when they're not paying attention by blocking their signal and attach it to their vehicle
. wrapping the device in magnet shield should do the trick

The problem with that is you'd have to find the source of the transmission.
